It emphasizes five guiding values—safety, trustworthiness, choice, collaboration, and empowerment—and outlines a multi-phase implementation process: forming a diverse planning workgroup, delivering an immersive kickoff training, and conducting short‑ and long‑term follow‑ups to embed change in everyday practices.

The protocol is organized into six domains, covering both direct service (e.g. program procedures, trauma screening, policies, staff training) and system‑level elements (e.g. administrative support, human resources). Each domain features reflective questions and measurable indicators to assess current practices and prioritize actionable improvements.
